Water resource issues are always contentious during the legislative session. This year was no different—with the Hirst Supreme Court decision throwing uncertainty around counties’ responsibilities to protect water resources, the legislature faced strong pressure to take up the issue of rural water availability. Carrie will talk about the proposed Hirst-related bills and the passionate debates that surrounded them. And while the legislature may still be debating a bill in the last days of the 3rd special session, she’ll give insight into what may or may not pass and what that could mean for rural water management. Lastly, Carrie will make time to discuss the few water resource bills proposed that did not deal with the Hirst decision.
Carrie joined Ecology in the Fall of 2015 and works as the Policy and Legislative coordinator for the Water Resources Program. Prior to working at Ecology, she did consulting work on environmental economics and spent several years teaching applied leadership. She is a graduate of Colorado College and holds a MPA and MS from the University of Washington in environmental policy and economics, with an emphasis in water resource management.
