Abstract: The 2019 legislative session brought significant gains on environmental issues. While legislators mostly focused their attention on environmental topics such climate change, oil transportation, and recycling, they didn’t forget about water resources. Carrie will talk about the water resource-related bills the Legislature debated (and the one they passed!), as well as what the enacted budget appropriates for water resources. She’ll also talk about Ecology’s request legislation on drought preparedness and response, explain why it didn’t pass, and surmise about the bill’s future. Lastly, she’ll give a brief overview of some of the momentous environmental bills that passed.

Bio: Carrie is the Policy, Legislative, and Economic Analyst for the Department of Ecology’s Water Resources Program. In that role, she leads discussions about statewide policy issues and potential policy changes, analyzes proposed rules and legislation, and works with the legislature on changes to water law. Prior to joining Ecology, Carrie did policy and economic analysis on the state, federal, and international levels, including work for consulting firms and for the United Nations Environment Program. She also spent several years teaching applied leadership on wilderness expeditions.
Carrie is a graduate of Colorado College and holds a MPA and MS from the University of Washington in environmental policy and economics, with an emphasis in water resource management. She graduated from all three programs with top academic honors.
